关于实施与审议《关于争端解决规则
与程序的谅解》的决定
部长们，
忆及1994年2月22日的决定：GATT 1947在争端解决领域的现有规则和程序应继续有效，直到《建立世界贸易组织协定》生效之日为止，提请有关理事会和委员会决定各自应保持运转以处理在此日期前已提出磋商请求的争端；
提请部长级会议在《建立世界贸易组织协定》生效后4年内，完成对世界贸易组织下争端解决规则和程序的全面审议，并在完成审议后的第一次会议上就是否继续、修改或终止此类争端解决的规则和程序做出决定。
DECISION ON THE APPLICATION AND REVIEW OF THE UNDERSTANDING
ON RULES AND PROCEDURES GOVERNING THE SETTLEMENT OF DISPUTES
Ministers,
Recalling the Decision of 22 February 1994 that existing rules and procedures of GATT 1947 in the field of dispute settlement shall remain in effect until the date of entry into force of the Agreement Establishing the World Trade Organization,
Invite the relevant Councils and Committees to decide that they shall remain in operation for the purpose of dealing with any dispute for which the request for consultation was made before that date;
Invite the Ministerial Conference to complete a full review of dispute settlement rules and procedures under the World Trade Organization within four years after the entry into force of the Agreement Establishing the World Trade Organization, and to take a decision on the occasion of its first meeting after the completion of the review, whether to continue, modify or terminate such dispute settlement rules and procedure
